BRIEF : Syrian Refugees

http://www.theguardian.com/world/2014/jun/20/uk-24-syrians-vulnerable-persons-relocation-scheme

1st DRAFT OF BRIEF :

BA (Hons.) GRAPHIC DESIGN
Level
6
Module Code:

Module Title:
Learning Outcomes:

BRIEF TITLE: SYRIA

Brief:
To encourage the admittance of Syrian refugees into the UK and other Western countries. This is to be done by launching a multi-media campaign which highlights the flood of refugees out of Syria that has occurred as a result of atrocities committed in the civil war. The campaign will function by informing audiences of the huge numbers of refugees, and the extreme conditions in refugee camps. These statistics and accounts of hardship will then be presented alongside the incredibly low number of Syrian refugees that have been allowed into the UK and other Western countries.
The campaign will function through use of both print and web media. Printed media will include posters and an information leaflet/flyer. Web media will include informative images to be shared on social media, website proposals (or a functioning blog), and an online petition.

Background:
The comparisons planned in the brief will highlight the inconsistency of British foreign policy regarding the subject. Whereas the Foreign Office claimed it would offer support and asylum to Syrian refugees, it has only allowed 55 to enter the country since the conflict began, a paltry number when compared with the 3 million+ refugees who have fled the country.

Considerations:
It is important to distinguish between the actions of some European countries and others. Not all EU members have been so strict. Sweden has reportedly allowed the permanent residence of a few thousand Syrian refugees, with more expected in the coming months.
Equally it is important not to belittle the aid work of many EU countries. Collectively the European Union has donated a huge amount of money and resources to the aid work currently going on in the region. The UK has been one of the larger donors within this sector.
A further consideration with regards to the actual completion of the brief is that figures on refugee movements and numbers are constantly changing. Although web media can be kept up to date, printed media will swiftly become out of date as numbers change.

Mandatory Requirements:
At least 1 poster design informing audiences about the plight of Syrian refugees and the sheer enormity of the situation.
A concertina (or similar) booklet/brochure containing more in depth information regarding the increase in refugee numbers and the UK/EU’s apparent unwillingness to grant refugees asylum.
Informative digital images to be shared and circulated on social media.
Website proposals / functioning blog.
Online petition.

Target Audience:
There are two types of target audience within this brief. The first of which is somewhat more specific, and is comprised of people who may already have an interest in the Middle-East and foreign affairs, but have not yet realised the human ramifications of the civil war and the West’s apparent unwillingness to grant asylum.
The second type of target audience is far broader, and consists of anyone who would support the notion of allowing more Syrian refugees into the UK. For this reason one would aim to target those who have a positive notion of immigration, namely those on the left hand side of the political spectrum. Such a target audience would probably be younger (under 40) as older people generally have a more conservative view on immigration.

Tone of Voice:
The tone of voice for this project should be very serious. Any attempt at light-heartedness would belittle the severity of the situation being campaigned for. Furthermore, a serious tone will be necessary to impress how dire the situation is upon those who do not have an understanding of it.
Despite this, being overly negative should be avoided, as this can easily trigger apathy and disinterest, a common sentiment regarding overly depressing media.

Deliverables:
Design boards.
At least one printed poster.
At least one printed brochure/leaflet.
At least one image to be shared on the internet.
Comprehensive website proposals or a functioning blog.
A functioning online petition.
All developmental material, mock-ups and trials.

Research :

Visualising Palestine. Good use of numbers and presentation to allow for clearer identification of injustices. Similar methods can be used in the Syria campaign, as numbers provide a more objective view of affairs. The question within my work is to what extent the numbers are presented in a compelling way.

people want to do something - give them options:

email your m.p.
sign petition - change.org

need to split campaign - can't do fully shocking and clearly informative in same place, imagery required would create too much chartjunk - make shocking posters and informative spreads/pdf

general fact to include : syrian refugees make up nearly 20% of all world asylum seekers (http://ec.europa.eu/eurostat/statistics-explained/index.php/File:Countries_of_origin_of_%28non-EU%29_asylum_seekers_in_the_EU-28_Member_States,_2013_and_2014_YB15_III.png

Posters :
(all posters will have logo + text at bottom about cameron quote/syrian applications/no. of acceptances)

125 Babies

12th Birthday

BIG TEXT - some shocking figures

Potentially - Syrian Migrants Compared to UK Populations
(could put in spread on syrian population)

CRIT WITH TONY BROOMHEAD - V. INTERESTING

Guardian Supplement :

cover - logo and cameron etc. tagline

a + b : pie charts of percentages of syrian refugees accepted by various countries (resettlement and other forms of admission):
do one EU (b) and one all world (a) - (1 page each) (1 spread altogether)
(include on regional side graph showing rate of refugee increase?)

c : nation displaced (1 page)
d : breakdown of externally displaced persons - women / men / ages (1 page)
(include uk populations comparison to contextualise)

e : syria vs. other civil wars (length / total deaths) - (1 page)
f : deaths per year - compare to other civil wars (and other wars?) (1 page)

g : regional refugee flow (1 page)
h : regional countries' gni per capita against number of syrian refugees against population (1 page)

i : gni per capita of euro countries against refugee pledges they have made (1 page)
j : euro countries populations against resettlement pledges they have made (1 page)

back - have things people can do - petition / twitter / email or write mp

do percentage split

be sure to still make guardian supplement engaging - don't make too clinical

a : use pie chart page 8 of amnesty report (make own stats as something wrong with theirs)

1,758,092 in Turkey
1,196,560 in Lebanon
628,427 in Jordan
247,861 in Iraq
134,329 in Egypt
(3965269 in region)
47,000 in europe
32,000 in rest of world

4,044,269 world total

so if 4,044,269 is 100%

43.5 in Turkey
29.6 in Lebanon
15.5 in Jordan
6.1 in Iraq
3.3 in Egypt
(3965269 in region)
1.2 in europe
0.8 in rest of world

so if 100% is 360 degrees

156.6 in Turkey
106.6 in Lebanon
55.8 in Jordan
22 in Iraq
11.9 in Egypt
(3965269 in region)
4.3 in europe
2.9 in rest of world

b : EU acceptances: use amnesty report but also UN resettlement factsheet (where more due to different dates):

austria - 1,500
belgium - 300
denmark - 140
finland - 850
france - 1,642
germany - 30,000
hungary - 30
ireland - 310
luxembourg - 60
netherlands - 500
norway - 2500
portugal - 93
spain - 130
sweden - 2700
UK - 90

total = 40,845)

10845
germany will dominate, so subtract germany and do 2:

SO IF 10755 (actually 10845 but forgot UK) IS 100%

austria -13.9
belgium -2.8
denmark -1.3
finland -7.9
france - 15.3

ireland -2.9
luxembourg - 0.6
netherlands -4.6
norway - 23.2
portugal - 0.9
spain - 1.2
sweden -25.1

(forgot uk) - uk is 90 which would be 0.8% of total

So if 10845 is 100%

austria -13.8
belgium - 2.8
denmark - 1.3
finland -7.8
france -15.1
hungary - 0.3
ireland - 2.9
luxembourg - 0.6
netherlands -4.6
norway - 23.1
portugal -0.9
spain -1.2
sweden - 24.9
UK - 0.8

SO IF 100% IS 360 DEGREES

austria - 50.4
belgium -10.1

france - 55.1
hungary - 1.1
ireland - 10.44
luxembourg - 2.2
netherlands - 16.6
norway - 83.5
portugal - 3.2
spain - 4.3
sweden - 90.4

(forgot uk) - uk is 90 which would be 0.8% of total (which would be 2.9 degrees)
will subtract off a larger country in pie chart to save having to recalculate everything

=360.4 (.4 from rounding)

FOLLOWING CALCULATION WRONG TOTAL IS ACTUALLY 10755
so if 10,655 is 100%

austria - 14.1
belgium - 2.8
denmark - 1.3
finland - 8
france - 15.4
hungary - 0.3
ireland - 2.9
luxembourg - 0.6
netherlands - 4.7
norway - 23.5
portugal - 0.9
spain - 1.2
sweden - 25.3

FOLLOWING CALCULATION WRONG TOTAL IS ACTUALLY 10755
so if 100% is 360 degrees :
(cumulative in brackets behind)

austria - 50.8
belgium -10.8 (61.6)
denmark - 4.7 (66.3)
finland - 28.8 (95.1)
france - 55.4 (150.5)
hungary - 1.1 (151.6)
ireland - 10.4 (162)
luxembourg - 2.2 (164.2)
netherlands - 16.9 (181.1)
norway - 84.6 (265.7)
portugal - 3.2 (268.9)
spain - 4.3 (273.2)
sweden - 91.1 (364.3???)

split EU into two : have germany as one circle and everyone else as another (relative sizes)

make note that germany has not offered full resettlement but rather other forms of admission : 20,000 humanitarian admission / 10,000 individual sponsorship

c : pretty much done

d : use http://data.unhcr.org/syrianrefugees/regional.php:

look at ways of making data more engaging / clear

compare to general population demographics?
(available here : http://www.indexmundi.com/syria/demographics_profile.html)

e : syria vs other civil wars - pretty much done, maybe change from bullet holes/blood?

f :  compare deaths per year to other civil wars' (and wars) deaths per year (add a couple of more deaths per year)

civil wars (included in blood bar chart):

syria - 200,000 4 years X 50,000 per year
guatemalan civil war - 200,000 36 years X 5,556 per year
algerian civil war - 100,000 10 years  X 10,000 per year
bosnian civil war - 95,000 3 years X 31,667 per year
sierra leone civil war - 80,000 11 years X 7,273 per year
1st liberian civil war - 150,000 7 years X 21,429 per year
salvadorean civil war - 70,000 13 years X 5,385 per year
sri lankan civil war - 60,000 25 years X 2,400 per year
tajikstan civil war - 40,000 4 years X 10,000 per year

other wars :

syria : 2011 - 2015 200,000 4 years X 50,000 per year
iran iraq war : 1980 - 1988 700,000 8 years X 87,500 per year
mexican revolution : 1910 - 1920 1,000,000 10 years X 100,000 per year
russo polish war : 1918 - 1920 100,000 2 years X 50,000 per year
chaco war : 1932 - 1935 100,000 3 years X 33,300 per year
1st colombian civil war : 1948 - 1958 200,000 10 years X 20,000 per year
congo crisis : 1960 - 1964 100,000 4 years X 25,000 per year
occupation of east timour : 1975 - 1999 200,000 24 years X 8,300 per year
cambodian civil war : 1978 - 1991 225,000 13 years X 17,300 per year
bosnia herzegovina war : 1992 - 1995 175,000 3 years X 58,300 per year

so if mexican rev. is 100% (100,000 per year)

syria : 2011 - 2015 200,000 4 years X 50,000 per year  - 50
iran iraq war : 1980 - 1988 700,000 8 years X 87,500 per year - 87.5
mexican revolution : 1910 - 1920 1,000,000 10 years X 100,000 per year - 100

bosnian civil war: 1992 - 2995 - 110,000 3 years X 36700 per year - 36.7
sierra leone civil war: 1991 - 2002 - 80,000 11 years X 7,273 per year - 7.3
1st liberian civil war: 1989 - 1996 - 150,000 7 years X 21,429 per year - 21.4
salvadorean civil war: 1980 - 1992 - 70,000 12 years X 5,833 per year - 5.4

tajikstan civil war 1992 - 1997 - 50,000 5 years X 10,000 per year - 10

dates as percentages:

war commencement date range : 1910 - 2011

so 101 years from start is 100% -
(calculate what start date is as percentage of 101 (starting at 1910))

set sizes using 100 as 100% then add extra 1% of that length on top for syria to make 101 years

mexican revolution : 1910 - 1920 1,000,000 10 years X 100,000 per year - 100 - 0
russo polish war : 1918 - 1920 100,000 2 years X 50,000 per year - 50 - 8

syria : 2011 - 2015 200,000 4 years X 50,000 per year  - 50 - 100

make note at bottom of both pages that plenty of other wars have been far more ferocious, but this is just to give an indication.

could have circles of different sizes (size indicating deaths per year) along a diagonal axis indicating time.

g : regional refugee flow - pretty much done, could have stats at bottom about conditions faced by refugees in camps / racism / unemployment etc.

h : bordering countries gni vs. population vs. refugee acceptance
(make note about how Iraq is undergoing it's own internal issues so fair enough that it hasn't taken many)

acceptance numbers:

1,758,092 in Turkey
1,196,560 in Lebanon
628,427 in Jordan
247,861 in Iraq

avergage acceptance rate: (3830940 / 4 = 957735)
(54.5% of turkey)v

3830940 in bordering countries

if acceptance turkey is 100%:
100% in Turkey
68.1% in Lebanon
35.7% in Jordan
14.1% in Iraq

GNI per capita (PPP):

18760 Turkey
17390 in Lebanon
11660 in Jordan
15220 in Iraq

average GNI per capita :  (63030 / 4 = 15757.5)
(84% of turkey)

if GNI in Turkey is 100%:
100% Turkey
92.7% in Lebanon
62.2% in Jordan
81.1% in Iraq

Population :

74932641 Turkey
4467390 in Lebanon
6459000 in Jordan
33417476 in Iraq

average: 29,819,126
(119276507 / 4 = 29,819,12)
= 39.8% of turkey

If turkey population is 100% :
100% Turkey
6% in Lebanon
8.6% in Jordan
44.6% in Iraq

population density (people per square km) :
source world bank : http://data.worldbank.org/indicator/EN.POP.DNST

97 Turkey
437 in Lebanon
73 in Jordan
77 in Iraq

land area (km squared):

783562 in Turkey
10452 in Lebanon
89345 in Jordan
437072 in Iraq

if turkey land area is 100% :

100 in Turkey
1.33 in Lebanon
11.4 in Jordan
55.8 in Iraq

refugees per land area:

1,758,092 in Turkey
1,196,560 in Lebanon
628,427 in Jordan
247,861 in Iraq

783562 in Turkey
10452 in Lebanon
89345 in Jordan
437072 in Iraq

therefore :
turkey 2.24
lebanon 114.5
jordan 7
iraq 0.6

refugees as percentage of population :

2.14 in Turkey
26.3 in Lebanon
9.8 in Jordan
0.67 in Iraq

i : gni euro countries v. refugees accepted (remember to note differentiation between resettlement and other forms of admission)

gni figures:

austria - 43840

sweden - 2700
UK - 90

total = 40,845

(will have to separate germany again because too big.

could make average for EU countries:
eu (non germany) : total = 10845 / 14 countries = 774.6

eu (germany) : total = 40845 / 15 countries = 2723

compare against average country population to get EU averag - can have on side of individual EU countries.

total (without germany) = 264468600

average population (including germany) :23015733
average population without germany: 18890614

(could do population circles same size, but have refugees circles changing size relative to pop)

if france population is 100%:

austria -12.9
belgium -17
denmark - 8.5
finland - 8.3
france - 65835500 - 100
(exluded from this calculation - germany - 80767400)

netherlands - 25.6
norway - 7.8
portugal - 15.8
spain - 70.6
sweden - 14.6
UK - 97.7
germany - 122.2%

average population without germany: 18890614
meaning average population (when compared of france) is :  28.7% (same as that of acceptance rate!)

so if sweden acceptance rate is 100%

austria - 55.6
belgium -11.1
denmark - 15.2
finland - 31.5

UK - 3.3

eu acceptance (non germany) : total = 10845 / 14 countries = 774.6
meaning average percentage (when compared of sweden) is:
28.7%

combine eu acceptance/gni/population/land area into one graph.
gni along y axis, land area along x axis
population/refugees in circles

Evaluation :

One clear fact about this brief has been that there have been so many facts. The amount of data that has been trawled through astounds me sometimes. It was necessary however, for otherwise I would not have been able to gain a clear understanding of the data, and how to present it. One immediate change that would be made if I were to carry out this brief again in the future would be to hire a researcher! That would save monumental amounts of time, that could be far better spent experimenting with communication techniques.

The reading of Edward Tufte's Envisioning Information has been incredibly helpful throughout this brief. Though I had briefly read his work before, I have been reading it in depth over the course of this project (somewhat by coincidence). His messages about clearing 'chartjunk' have really hit home, and allowed me to make the crucial decision to drop the emotive features initially considered. While a certain percentage of the audience would respond better to those visual clues, it is not worth the immense sacrifice that is made by the loss of data clarity.

In the future, I would maybe consider other formats besides a printed publication. A web pdf would also be available on the petition / website, however it would be interesting to think how the information could be communicated outside of typical channels such as media supplements and information on existing sources. Such methods imply a pre-existing interest on the part of the audience member. For true communication to be made, the message needs to reach those who are not looking for it.

A further change that would be made to my process in the future would be an increased level of documentation of aesthetic decisions as I work. This would allow me to make more informed informed decisions on efficacy and consistency.
